LIBRARY CARDS are free to West Virginia residents.

Out of state residents pay a $10.00 per year fee.

If a replacement set is needed there is a charge of $3.00.

Children must be 5 years old to receive a card.

Proof of residence and ID required.

Patrons are required to present their own library card to staff every time they check out library materials.

A patron can only have 1 library card in the NoRLN system.

Deposit books can only be checked out to Preston County Residents

or holders of a NoRLN library card. Cash deposit required



Each day materials are overdue a 10-cent fine is added to your account.

Fines for books on tape and videos are $1.00 per day.

Materials are never due on days the Library is closed.

Fines stop at $5.00 for each item.

We allow a 2-day grace period before fines begin.

There is a book drop next to the driveway-side door.



All Library materials check out for 2 weeks (14 days).

Call the library at 329-1499 or go to our web site and renew online.

You need to have your library card handy for either type of renewal.

All materials are renewed for 14 days and can be renewed only two (2) times for a total of 6 weeks.

Items cannot be renewed if there is on hold for someone else, if the renewal limit (2x) is met, or if the items are overdue.






All (Family linked) accounts system wide must be kept in good standing in order to use Library services. All books must be returned and fines paid in order to use the Internet & check out materials.



First time users must register at the circulation desk.

The Library has 6 public access computers and unlimited WIFI capabilities.

Users must sign in and out on the log sheet.

There is a 1-hour time limit on our workstations & a 4-hour limit on wireless.

Children under 12 years old must be accompanied by an adult at all times.

We also have 2 laptops that can be used by patrons of the Library.

We can send or receive a fax for you. Our fax number is 329-1499.

It costs 35 cents per page to receive a fax. We send faxes at a charge of $2.50 for the first page and .50 for each additional page.


Our photocopies are .35 per page & can be double sided (70 cents).

We do not make color copies.

You are required to pay for all pages printed from the Internet.


We also have a microfilm reader/printer for public use. Copies are 35 cents each

Wednesday afternoons from the middle of June to the middle of August at 2 P.M.

We have activities for children ages 3-12.

Check the Highlights newsletter for scheduled events. We also have a Summer Reading program for children every year.



LIMIT of 100 children

Usually held the last Saturday before Christmas at 10:00 A.M.

Pre-registration is required for Ages 0-12.

Sign-ups start the week of Thanksgiving.



We hold two book sales per year. One is held in June and one in December.

We accept donations of books and magazines all year round.

All books are reviewed when received.

Some placed in circulation, some sent to the sale and some are recycled.






We are given free tax forms by the federal and state of WV.

If we do not have the form you need, we can get it at a cost of 35-cents per page.

The library does not prepare individual income taxes, nor do we have control

of when the IRS sends them to us. Please call first 304-329-1499



We have magazines, DVDs, recorded books on CD, reference materials

and over 35,000 books in our collection.

We can get materials from other libraries in the NOrLN system.

Items sent from Morgantown Libraries are free while there may be a charge for return to other libraries.

There is a limit of 6 videos and 6 books on tape per adult card only.

Contractors testing manuals and some other materials require a cash deposit.

Although our library does not have e-books we can put you in touch with two free resources that offer e-materials in our area.
